Sir Mike Mbama Okiro, CFR, NPM, mni was appointed to the enviable position of Inspector-General of Police (IGP) on November, 2007 as the 13th indigenous IGP of the Federation. He mounted the mantle of leadership with extensive experiences spanning several years in management and operations of police formations. His experiences in managing Lagos State Command and the ‘B’ department exposed him to the numerous challenges the police was confronted with in an emerging democratic Nigeria. This informed his vision for carrying out a radical reform of the Force encapsulated in the 9 Way Test and in conformity with the President’s 7-point Agenda. The 9 Way Test has succeeded in refocusing the Force through the development of democratic policing principles and practices.
