MR. PRESIDENT’S ECONOMIC VISION AND THE NIGERIA POLICE FORCE BLUEPRINT
Upon assumption of officer in may 2007, Mr. president came up with his ECONOMIC VISION; “To make Nigeria one of the world’s best twenty economies by the year 2020” Towards the realization of the above stated vision, the President in his wisdom came up with STRATEGIES commonly known as Mr. President’s seven point agenda, namely: i. Rebuilding of social and economic infrastructures, including the country’s Human Capital; ii. Pursuing accelerated development through economic and other reforms; iii. Mass Transportation, especially Railroad development; iv. Dramatic Improvement in the energy sector through a turn around in the generation transmission and distribution of power; v. Respect for Rule of Law; vi. Managing the festering Niger Delta crisis; and vii. Review of the country’s electoral system These Strategies are anchored on the following Principles: 1. Energy 2. Security 3. Health 4. Education 5. Niger Delta 6. Infrastructural Development, and; 7. Rural/Women Empowerment. Acknowledging the role of security in the realization of Mr. President’s Economic Vision, the Nigeria Police under the able leadership of the Inspector-General of Police, Sir (Dr) mike M. Okiro CFR, NPM, mni, set out as ITS MISSION: “The creation of a safer and more secured environment conducive for meaningful socio-Economic Development through crime prevention and Control”. The realization of this mission led to the design of an appropriate strategy aimed at repositioning the Nigeria Police Towards realizing the Nigeria Police mission which is considered critical to the realization of Mr. President’s Economic Vision. These Strategies consists of: a. Full implementation of the nine (9) way test of: i. Transparency/Accountability ii. War on Corruption/Crime iii. Crime Prevention iv. Intelligence/Crime Database v. Training vi. Police Public Image/Public Relations vii. Human Rights viii. Community Policing ix. Inter-Agency Co-operation b. Crime prevention option in line with UN guidelines; c. Establishment of six (6) additional PMF Squadrons; d. Revitalization of Criminal intelligence gathering techniques of the CIB; e. Training and Retraining of Personnel; f. Judicious utilization of Police Public Information boxes; g. Creation of additional duty posts; h. Creation of specialized units - Anti-Terrorism Squad - Anti-Robbery Squad i. Sports and games; j. Welfare Packages; k. Production of Force Operational manuals – Force Order, Force Administrative Instructions, Police Regulations and Schedule of duty, among others The present Police administration went further to produce a document, the Nigeria Police Force Blueprint” as a road map which provides direction as to the way forward. It captures Mr. Presidents ECONOMIC VISION; the seven point agenda ( strategy/roadmap); the VISION AND MISSION STATEMENT of the Nigeria Police, the Nigeria Police strategies, envisaged Challenges and projections. Its on record that the blueprint is the first of its kind by any security agency/Government parastatal(s), on how it intends to actualize Mr. President’s economic vision. As a road map, it has helped to put the efforts of the Nigeria Police into proper perspective and this has greatly enhanced the quality of our service delivery in recent times. It bis hoped that this document will continue to provide the required direction towards actualizing Mr. President’s Economic Vision by metamorphosing into a National policy on crime prevention and control. This development will then lead to the design of a National STRATEGY for crime prevention and control, a document that will spell out in clear terms, the role of the major pillars of our criminal justice system in the task of creating a safer and more secured environment conducive for the realization of Mr. President’s Economic Vision of taking Nigeria to the league of the best twenty (20) economies of the world by the year 2020.
